Admission Requirements and Transfer Conditions
New undergraduate students are admitted according to the following conditions:
- The applicant must have a certificate of secondary education (scientific or literary) or a vocational or technical certificate from the Syrian Arab Republic, or a certificate of an intermediate institute that is consistent with the required university specialization, or that the applicant must have one of these certificates from a public or private educational institutions recognized by their countries (Arab or foreign). However, these certificates should be made equivalent by the governmental authorities in Syria, and in accordance with the rules and conditions approved by the University Council in this regard and in accordance with the Higher Education Council resolutions.
- The student should pass the admission tests for colleges that the student wants to register in accordance with the rules prescribed by the University Council.
- University accepts students transferred from other universities with the following in mind:
- Terms and conditions of scientific accreditation rules.
Additional conditions and controls laid down by the relevant colleges and specialized councils at the university
A student may be exempted from studying the courses that he previously passed before enrolling at the university if these courses are equivalent to the courses of the study plan of the new specialization and taking into account the conditions and controls laid down by the concerned boards at the university and in compliance with the Higher Education Council Resolution 310, and the student is granted in the course that is equivalized (P = Pass), but this is not calculated in the GPA of a student account average.

Documents required to apply for selection in the 2024/2025 academic year
- A copy of the secondary school certificate
- A copy of your personal ID
- Request to submit to the comparison and the registration fee for the comparison (75,000 SYP)
Documents required for admission to the university :2024/2025:
For students of the Syrian high school graduates :
• original secondary school certificate .
• Four certified copies of the secondary school certificate.
• a copy of ID ( identity card )
• Four personal photos.
For students who hold a non-Syrian secondary school certificate (non-resident Syrian - Arabs and foreigners):
- original secondary school certificate duly certified by the Ministry of Education and the Ministry of Foreign Affairs and the Syrian Embassy in the country of issue, and then the Syrian Foreign Ministry in Syria.
- Five copies of a high school certificate duly authenticated by the Syrian Foreign Ministry with a seal of a true copy
- The original basic education certificate duly attested (certified by the Ministry of Education, the Ministry of Foreign Affairs and the Syrian Embassy in the donor country, then the Syrian Ministry of Foreign Affairs in Syria).
- Five copies of the basic education certificate duly attested (certified by the Syrian Ministry of Foreign Affairs with the stamp of a true copy) Duly attested study sequence (certified by the Ministry of Education, the Ministry of Foreign Affairs and the Syrian Embassy in the donor country, then the Syrian Ministry of Foreign Affairs in Syria)
- Five copies of the academic sequence, duly attested (certified by the Syrian Ministry of Foreign Affairs with the stamp of a true copy)
- a copy of ID (identity card) or a birth certificate.
- Copy of the passport .
- Four personal photos .
- If the certificate is issued by a private school in an Arab country. An equivalent certificate is required from the Ministry of Education in the country of issue that this certificate is equivalent to the government secondary school certificate in that country.
Student’s registration is considered conditional if the certificate of the study is not Syrian , while having verification and equivalence of the certificate by the Ministry of Education, and the students who have a foreign certificate should take an exam in the Ministry of Education.
For transferred students from a University inside Syria :
In addition to the required documents for admission mentioned earlier :
- The student must have studied one semester at least in the university transferred from.
- Transcript of record certified by the Ministry of Higher Education.
- Three certified copies of the transcript record .
- Description of courses passed by the student.
- The academic life of the student .
For students graduates from intermediate institutes in Syria and listed in the regulations of the Ministry of Higher Education :
- Harmony between the specialization of the Institute and the specialization required at the university in accordance with the lists approved by the Ministry of Higher Education .
- A student is admitted in the required college if his average in the secondary school certificate qualifies him for it, or if the average of the Institute is very good, the student is admitted regardless of the average in the secondary certificate, and is treated in both cases on the basis of the intermediate institute certificate.
- Transcript of record certified by the Institute.
- Three certified copies of the transcript .
- Description of the courses of the Institute.
For students transferred from a university outside Syria:
In addition to the required documents for admission according to the type of secondary school certificate, there are the following requirements:
- The university should be recognized and accredited by the Ministry of Higher Education.
- Residence at least eight months in the country issuing the certificate.
- The average rate of the student is not less than 90% of the average required for the desired specialization.
- It must not be less than 50% in any case.
- Transcript of record duly certified by the Ministry of Education and the Syrian Embassy in the country of issue and the Foreign Ministry in Syria, and translated if it is in a language other than Arabic.
- Description of the courses certified by the university transferred from.
- A copy of entry and exit in the passport and filling out a form statement of entry and exit of the Admission and Registration Department .
- Terms of transferring from other universities :
- Similar transference.
From a non-Syrian university to a private Syrian university
- Syrian and non- Syrians students enrolled in non-Syrians universities can transfer to Syrian private universities in accordance with the following conditions:
- The university they attend should be accredited and recognized in the country of study and in the Syrian Arab Republic.
- Transferring from non- accredited private universities in their country is not possible .
- The student’s average shouldn’t be less than 90% of the determined rates , and the student’s average should not be less than 50% in any case.
4.The secondary school certificate the student has should meet with the admission rules of the university that the student desires to transfer to.
. 5. The student should have passed to the second year at the university which he wants to leave if the university system adopts the annual or semester system , or the student should have passed b 25 credit hours at least if the university adopts credit hour system.

- Students enrolled in Syrian public or private universities can be transferred to Syrian private universities in accordance with the following:
- The student should have the average required in the secondary school certificate in the year of admission.
- The student should have studied for at least a semester at the university the student wants to transfer from.
Change of registration
Change of specialization in the same university or another university
- To change the registration, it is required that the student has got the average required in the secondary school certificate in the year of admission for the specialization desired. It is not permissible that the exemption percentage of credit hours exceeds the following percentages :
If the student has been successful or passed to the second year, the student is exempted from the 10% of the credit hours at most.
- If the student is successful or passed to the third year, the student is exempted from 15% of the credit hours at most.
- If the student is successful or passed to the fourth year, the student is exempted from 20% of the credit hours at most.
- The student is exempted from the university and the faculty requirements that the student has successfully accomplished if the change of registration is to another specialization in the same faculty at the same university provided that the number of credit hours is not less than the number of hours in the specialization that the student desires to change to.
Acceptance on the basis of the certificate of the Institute
- A student who has got a certificate from an intermediate institute can be admitted to private universities according to the following terms:
- The student’s specialization must be consistent with the specialization the student desires to enroll in accordance with the rules applied at the Ministry of Higher Education ( Medical Institute of Medicine – Institute of Dentistry) .
- The student’s average in the Institute certificate is at least very good.
- If the average of the secondary school certificate is equivalent to the rate of admission of the college in the year of admission, the student is admitted regardless of the rate of the certificate of the institute.
- In both cases 2 and 3, the student is treated on the basis of the institute certificate.
In colleges that adopt credit hours system, the exemption should not exceed 20% of the number of credit hours of the college where the student will be accepted, and the exemption should not be more than one year in the colleges that adopt the annual system and as determined by university specialized councils based on the resolutions of exemption issued by the University Council.
Acceptance on the basis of a bachelor’s degree.
- A student who has a bachelor degree can enroll in private universities, according to the following conditions:
- The student’s specialization should be consistent with the specialization he wants to enroll in accordance with the rules applied at the Ministry of Higher Education.
- The average of the bachelor degree should be at least very good.
- . If the average of the secondary school certificate is equivalent to the rate of admission of the college in the year of admission, the student is admitted regardless of the rate of the certificate of the institute.
- In both cases 2 and 3, the student is treated on the basis of the bachelor degree.
- The exemption should not exceed 25% of the number of credit hours in colleges which adopt the credit hour system, and the exemption should not exceed one the year in colleges that adopt the annual system and as determined by university specialized councils. If the student has a bachelor degree in biology, the student can be admitted at the colleges of pharmacy. The exemption should not exceed 35% of the credit hours.
- (a) Private universities can accept students who have exhausted every chance in public universities , taking into account the following rules:
- These students are considered within the assigned number of the university every year.
- The student’s average of the secondary school certificate should not be less than the average required for the specialization desired in the private university in the year of registration.
- The rules of change of the registration and transfer should be applied .
- The student should submit proof of cancelling the student’s registration in the government university, where the student exhausted chance.
- The student should not be separated from the public university for disciplinary reasons.
(b) The student who exhausted every chance and enrolled in a private university cannot go back to the government university in any case, and in case of violation, his registration is cancelled in both universities and the student will not be given any document from both universities.
(c) The
student’s stay in the private university is calculated according to the
credit hours that have been equivalised by the government university.
Every 16 credit hours is equal to one semester.
G. A student is exempted from a course
that is done successfully in the cases mentioned in the preceding paragraphs of
this guide if:
- A student is exempted from a course that is done successfully in the cases mentioned in the preceding paragraphs of this guide if:
- the number of hours of the course is equal.
- the curriculum is equivalent to a percentage that is not less than 75%.
- The student’s average must not be less than 2 according to the system points or 60% according to the percentage system.
- A student cannot graduate from the private university unless the student has completed what is equal to at least two years of the annual or semester system, or at least 40% of the number of credit hours in the credit hour system.
- A student is given only the passing grade in case of equivalence of courses according to this guide, and the equivalent courses are not considered when calculating the average.
- Transferring or change of enrollment or admissions to private universities on the basis of the institute certificate or bachelor degree are not allowed if they are from one of these education systems (open – virtual –correspondence – distance)
- The private university must do the following:
- check the authenticity of the student’s documents that the student transferred with during the first semester of the student’s transferring.
- make equivalence of the secondary school certificate or any other additional certificate that the student was admitted by before or during the first semester from the date of acceptance.
- issue a decision of equivalising the courses when the student is transferred or changed the enrollment before the student is registered at the university.
